Position Summary:

The Nobis Enterprises Manager is responsible for the oversight and management of all Nobis Enterprises contracts, including assisting with pricing and renewal of existing contracts, along with the procurement of new contracts by conducting research, preparing data analysis, and participating in proposal development for Nobis Enterprises. This role will analyze all requests for proposals for compatibility for persons with disabilities. The Nobis Enterprises Manager will oversee daily operations for some of our government contracts to ensure contract compliance and customer satisfaction. Primarily responsible for timely contract renewals and ensuring funding is available for existing contracts. The Nobis Enterprises Manager will share the responsibility for prospecting for new business development for the organization.

 

Essential Duties and Responsibilities:

  1. Oversee daily operations of government contracts under Nobis Enterprises and Business Solutions by leading and managing site supervisors and project managers to ensure contract compliance and customer satisfaction.
  2. Ensure compliance of regulations and accreditations such as AbilityOne, DOL, CARF, SourceAmerica, OSHA, among others as necessary. Assists with audits involving these regulatory agencies.
  3. Supervises preparation of bids and proposals aligned with the organizational mission.
  4. Assist Sr. Director, Business Operations with contract pricing and negotiation efforts encompassing contract renewals for business development of federal government, state government and commercial operations.
  5. Responsible for budget oversite for all business operations.
  6. Review and approve billing for timeliness and accuracy of SourceAmerica fees.
  7. Maintain professional interactions with government contractors, subcontractors, vendors, customers, individuals with disabilities and the Georgia Vocational Rehabilitation Department.
  8. Actively market the services of Nobis Enterprises to secure additional contracts, ensuring a focus on both contract compliance and customer satisfaction.
  9. Conduct regular supervisor/project manager meetings to facilitate open lines of communication between Nobis Enterprises staff and other departments of the organization and our off-site locations.
  10. Maintains a comprehensive calendar of milestones and key deliverables for all Nobis Enterprises accounts, integrating them into the broader business development calendar.
  11. Adhere to AbilityOne requirements, monitor direct-labor ratios, and ensure the acquisition of appropriate disability documentation.
  12. Conduct annual performance evaluations, Key Performance Indicators (KPIs) and establish goals for direct reports.
  13. Set a positive example and uphold core values, including being mission-driven, accountable, innovative, demonstrating integrity, and fostering a sense of fun in the workplace.
  14. All other reasonable duties assigned by management.

 

Education & Experience

  • Bachelor’s degree in Business Administration or similar required, or equivalent of experience and education.
  • 5-7 years of experience in Federal contracts management, procurement, pricing, negotiations, administration and/or purchasing required.
  • 3-5 years of supervisory experience preferred; preferably in a multi-state environment.
  • 1-3 years of experience in government RFP response desired.
  • Experience with full federal contract lifecycle required.
  • Preferred expertise in AbilityOne contracting.
  • Proven track record of working with Federal Acquisition Regulation (FAR) desired.
  • Knowledge of Georgia State Use Program desired.
  • Experience in program management of centralized, multi-state contracts is a plus.
  • Preferred experience in managing employees with disabilities.
  • Possess a working knowledge of AbilityOne requirements, familiarity with CARF (Commission on Accreditation for Rehabilitation Facilities) is helpful.

 

Qualifications:

  • Successful completion of a background check and drug screen.
  • Must maintain valid driver’s license with an acceptable Motor Vehicle Report (MVR) as defined by policy.
  • Proficiency in Microsoft Office Suite is required.
  • Ability to qualify for security clearance to access military bases where contracts are in place or secured.
  • Limited travel outside metro Atlanta area.
  • Eligibility to work in the United States.
